Strategic Focus for Tuesday
WELCOME THE KING OF GLORY INTO THE UNITED STATES

By a Senate vote of 54-45, William (Bill) Barr (68), a conservative lawyer and former Attorney General under President George H.W. Bush in the 1990s, has been confirmed as Attorney General of the United States, the highest-ranking law enforcement officer in the nation. As such, he is in charge of the Department of Justice, which is in desperate need of an infusion of credibility. We pray the opening verse on his behalf!
During his confirmation hearings, he said that he was willing to come back to the Justice Department out of “a sense of patriotism.” When pressed about whether or not he would recuse himself from overseeing Robert Mueller’s probe into Russian interference in the 2016 election, Barr refused to commit one way or the other. Another sticky moment came when he said he would not be committed to disclosing the Mueller report in full once it had been completed.
In any event, with a resume dating back to 1973 as an analyst for the CIA, his past experience, and his knowledge of and respect for the norms and institutions of the DOJ, he was confirmed. Now, it looks as if his greatest immediate challenge isn’t handling special counsel Robert Mueller, but rather, will be the overriding challenge to “reboot” a Justice Department that has shredded its reputation and lost the confidence of Congress and the public.

It’s hard to feel “confident” in law enforcement when former Deputy Director of the Federal Bureau of Investigation, Andrew McCabe, revealed that a small cabal of unelected senior law-enforcement officers met in May 2017, just months into his Presidency, to plot President Trump’s removal from office. McCabe says he and Deputy Attorney General Rod Rosenstein, did “head counts” of which cabinet officials might vote to declare the president “unable to discharge the powers and duties of his office” under the 25th Amendment, adding that Rosenstein offered to wear a “wire” when meeting with Mr. Trump to record him! Rosenstein responded by blasting the claims as “factually incorrect” and stating that McCabe was fired for lying to the department’s inspector general.
That’s the Justice Department that new AG Barr is stepping in to lead. It’s a real mess…with finger-pointing, leaks, planted press narratives, obstruction and extraordinary self-righteousness. Since the FBI presumed to investigate two active Presidential campaigns (Clinton and Trump), more than two dozen Justice and FBI officials have been fired, demoted, or resigned. Yet no one in authority has acknowledged the mistakes that led to this bloodbath, explained how these institutions failed so spectacularly or offered a plan for ending the dysfunction.
We pray:
- We thank God for this new Attorney General, who is committed to God and country! We ask that he be able to function freely and do what he must to clean up the mess he’s been positioned to deal with. Bless him as he starts, and give him grace for each step along the way to restoring the DOJ to a God-pleasing, righteous and just department of our government!
For the first time in this Presidency, the Justice Department will have a true leader, who is apart from the Russia stink – neither accused of “collusion” nor obsessed with finding it…and one who is uniquely suited to understand the importance of credibility and accountability, having worked in the 1970s at the Central Intelligence Agency, under intense fire.
The first actions our new AG will be to assess ruthlessly the institution he’s about to join and come clean with the public on two key questions—the “whether” and the “how” of 2016.
- Whether the Justice Department’s and FBI’s most controversial actions were appropriate.
- Is it acceptable for the FBI to use opposition research as an excuse to surveil a political campaign?
- To use back channels to stay in touch with sources it fired?
- To open counterintelligence investigations (as opposed to criminal ones) into political figures?
- To actively hide those investigations from congressional overseers?
- To hold meetings about removing presidents?
If the answer to any of these questions is yes, Americans deserve to know that this is the brave new world they live in. If not, how did it happen, and how can leaders make sure it never happens again?
We pray:
- Lord, as he rolls up his sleeves and demands accountability, let the tone he sets at the DOJ be one that causes new confidence in his team and fear of God in those who are operating in wickedness against our President and our nation!
- Let him be Your instrument to help President Trump “drain the swamp” and restore JUSTICE!
These are key questions which must be answered!
- What protections are there against the clear bias that permeated law enforcement’s upper ranks (Peter Strzok), or insubordination (Jim Comey) or obsessive media cultivation (Mr. McCabe)?
- What are the lines of authority, and what are the consequences for breaking the rules?
- How is it (as we learned this week from newly revealed emails) that Hillary Clinton’s lawyer, David Kendall, was able to reach the FBI’s general counsel on the phone? How many Americans get that courtesy?
The public will never trust a law-enforcement agency that has different standards for the powerful, or appears to prosecute only in one political direction, or operates as a law unto itself. This accounting is important for the country, and for the Justice Department and FBI themselves—and their ability to protect the country.
We pray:
- That he will ruthlessly pursue and root out all evil in the DOJ, and bring back the integrity that was lost and the honor that has been stolen.
In his past writings, Bill Barr has embraced a strong “unitary Executive” view, saying that the powers of the executive branch are vested in the President, which means he has full control over Executive agencies, and it questions how much Congress can limit or control the President’s Executive powers. RE: members of Mueller’s team having donated to Democrats, Barr told the Post he thought it was a sign that the prosecutors might have had a strong party affiliation and that he would have liked to see him have more balance on this group.
Barr was quoted in a New York Times article last November discussing the President’s call to the Justice Department to investigate Hillary Clinton. When asked what he would do in that situation, Barr indicated that more evidence existed to prompt an investigation into the “Uranium One” deal, where Clinton sold 20 % of US uranium stock to Russia than evidence supporting potential collusion between Trump’s 2016 Presidential campaign and the Russians. “To the extent it is not pursuing these matters, the department is abdicating its responsibility,” he said.
Barr also wrote an op-ed in May 2017 defending Trump’s decision to fire FBI Director James Comey. He argued that Comey had erred in his handling of the Clinton investigation during the 2016 election, and he suggested the criticism that Trump fired Comey to interfere with the Russia investigation was unfounded. Now that Barr has been confirmed, lawmakers will have an opportunity to see how he ultimately handles this position under entirely new circumstances.
Although many feel this will be a “thankless job”, we are certain that if Bill Barr spends the few next years rebuilding trust in federal law enforcement, he’ll have performed an immense public service.
We pray:
- In gratitude for the fortitude of this man and for his “rightly formed conscience”. May it carry him daily, through the swamp and into Your Presence as he works to make our DOJ righteous once more!
- That the same Bill Barr, who, during his first confirmation hearing, in 1991, stated Roe. v. Wade was wrongly decided and the right to privacy did not extend to abortion, will continue to hold that position!
At that time, a startled Senator, Joe Biden, said his answer was “candid” and “astounding.” May that same candor be employed today, as he speaks up for righteousness, boldly and honestly!
- That Conservatives will back him up as he cleans house at the Justice Department…and that when the Democrats ask if he will be “brave enough to stand up to President Trump” our new Attorney General will show them that he is brave enough to stand up for President Trump!
- For his faith and commitment to service, which have always been a priority, whether he was working in government or in the private sector. Bless his heart for the needy, because of which he has paid the yearly tuition for 18 students at a parochial school in New York, costing him @ $50,000 each year.
- For his family: for his wife Christine, a retired librarian, married to him for 45 years; for his eldest daughter, Mary, 41, a senior Justice Department official who now oversees the department’s anti-opioid and addiction efforts in Rosenstein’s office; for his daughter Patricia, 37, counsel for the House Agriculture Committee; and for his youngest daughter Meg, a former Washington prosecutor and cancer survivor, now counsel for Republican Senator Mike Braun of Indiana. Of her battle with cancer, he said: “Meg’s illness changed our family. It changed me.” (see picture)
- That as he deals with the pressures of his job, he’ll find a source of relaxation in his bagpipes, which he has played since age 8. Barr is quite an accomplished musician and has played competitively in Scotland and at family events.
